The man running digital strategy for Ashley Hinson's Senate campaign helps run a company tied to a foreign government's propaganda work, The Intercept reported on Election Day.
In September 2025, Hinson put Abe Adams in charge of her campaign's digital efforts. Adams is a co-founder and managing partner of Targeted Victory, a Republican digital consulting firm. Targeted Victory shares an address and much of its staff with a related company, Targeted Communications Global.
Between October and December 2025, Targeted Communications took in $9.9 million for its work for Israel's government advertising agency, paid through the ad giant Havas, which subcontracted the work. The Intercept describes the deal as focused on social media and paid ads.
Hinson lost her race on Tuesday to Democrat Josh Turek. She still sits in Congress until January, and the question of whose interests she was serving is still worth answering.
What the money bought
A June 2026 filing with the Justice Department lays out much of the work. By October 2025, the firm was pitching news content and guests to Fox News and CNN. It was also making YouTube ads, one of which, about Iran and Hamas, says "the young people" have been educated to believe the "most sacred thing they do is stab a Christian in the heart."
Justice Department records list 10 people registered as foreign agents for the firm's Israel work. Six of them are identified as Targeted Victory employees on the company's website or their LinkedIn pages.
To be clear on one point: Adams himself is not named in that filing, and he is not one of the 10. What The Intercept found is that the two companies share an address, staff and a corporate parent, and that he helps run one of them.
Her money, and theirs
The ties run in both directions:
- Hinson's joint fundraising committee, the Ashley Hinson Victory Committee, paid Targeted Victory more than $1.6 million this election cycle for digital consulting and ads. That's 27 percent of everything the committee spent, according to federal filings.
- Hinson took more than $100,000 from or through AIPAC and related pro-Israel PACs this election cycle, much of it individual donors' money the PACs steered to her.
- Her deputy campaign manager, Addison Lavis, worked at Targeted Victory and interned at AIPAC.
Hinson, Adams and Targeted Victory did not immediately respond to The Intercept's requests for comment.
Why Iowans should care
Hinson has voted to keep Trump's war with Iran going, and the firm's Iran ads were part of a push to shape American opinion. As we've reported, she privately warned a long war would be a "political liability" and then kept voting to continue it.
She isn't the only one. We reported this week that the spokesperson for Michigan's Republican Senate nominee is a registered foreign agent for Israel. The Intercept says Israel's deal with Targeted Communications is part of a public relations push of more than $100 million, aimed especially at young conservatives.
Iowans deserved to know when the firm shaping a candidate's message shares staff with a foreign government's paid messengers. This report came out the day they voted.
In summary
Ashley Hinson's campaign digital chief co-founded Targeted Victory, which shares staff and an address with a company Israel paid $9.9 million for influence work, and six of the 10 registered foreign agents on that work are identified as Targeted Victory employees. Hinson's joint fundraising committee paid Targeted Victory more than $1.6 million, 27 percent of its spending, and she took more than $100,000 from or through AIPAC and related PACs this election cycle. Adams himself is not named in the foreign-agent filing.
