Most bosses know there are lines you don't cross with the people who work for you. Chuck Edwards, it seems, needed that explained to him.

New reporting first published by Axios says the North Carolina congressman gave two of his young female staffers personalized handguns — one a blue pistol engraved with her name, the other pink. It's the latest detail in a story that has already put Edwards under a formal House Ethics Committee investigation for sexual harassment and creating a hostile work environment.

According to the reporting, detailed by Raw Story, the handguns were just one piece of a pattern. Edwards allegedly singled out two young women on his staff for unusually personal attention — attention several people who saw it up close said crossed the line and made the workplace uncomfortable.

• Engraved pink and blue handguns given to the two staffers.
• A staffer Edwards asked out to dinner. After she turned him down, he reportedly read her a poem at her going-away party.

A lawyer for one of the former staffers said she "only awkwardly accepted the gift for fear of reprisal against her employment but later legally disposed of it because she did not want it in her possession." Read that again: a young employee felt she couldn't say no to her boss's gift because she was afraid of losing her job.

This isn't new — it's an escalation

Edwards' problems with this didn't start last week. Back in May, the House Ethics Committee announced it was formally investigating him over allegations of inappropriate conduct with female staffers, and news reports also described an alleged affair with a former aide. The handgun details are simply the newest reporting on a story that has been building for months.

Since the latest reporting, Edwards has hired a lawyer as the ethics probe continues.

For the record, an ethics investigation is a serious step. The House Ethics Committee doesn't open one lightly, and members of both parties have to agree to move forward. That's the bar Edwards cleared — in the wrong direction.

A pattern of bad behavior

If this were the only mark on Edwards' record, you might call it a one-off. It isn't. Edwards has a long history of scandal and out-of-touch behavior:

• He was accused of hitting a Rotary Club attendee with a clipboard at an event where he was supposed to talk about Hurricane Helene recovery — but instead spent most of his speech defending Donald Trump and bragging about flying on Air Force One.

• When constituents pressed him about Medicaid cuts at a town hall, he walked away and told them to "go find the ice cream truck now."

This is a congressman who keeps getting caught treating the people around him — his staff, his constituents — as an afterthought.

What his constituents actually needed

Here's the part that should sting for the people of Western North Carolina. While Edwards was, according to the reporting, handing out engraved handguns and reading poems to staff, his district was drowning.

Hurricane Helene devastated the region. Local press called Edwards' recovery efforts "a rather large nothingburger." He voted for a budget bill that put nearly 12 million Americans at risk of losing Medicaid — then complained the bill "doesn't go far enough, fast enough" in cutting spending. North Carolina went on to see the largest ACA enrollment drop in the entire country.

That's the job he was elected to do. The reporting suggests he was spending his energy elsewhere.

The bottom line

A boss who gives young female employees engraved handguns, asks one to dinner, and reads her a poem after she says no — while they're too scared of losing their jobs to object — is not a "misunderstanding." It's exactly the kind of conduct a House Ethics investigation exists to examine. The people of NC-11 deserve a representative focused on their storm-ravaged communities and their vanishing health coverage, not one making his own staff afraid to come to work.
